Setiu 01, Setiu, Terengganu. 2.0 TERMS OF REFERENCE This Terms of Reference for Proposed Project “Proposed Development of Unplanted Area covered about 108.10 Hectares into Oil Palm Plantation in Ladang Felda Global Ventures Plantations (Malaysia) Sdn. Bhd. realized the development of unplanted area to a new oil palm plantation can expand the potential of palm oil production in our country. In accordance with provisions to achieve developed nation by 2020, government had launches Economic Transformation Programme (ETP) to increase the income per capita of US $ 6,700 (RM23, 700) in 2009 to US $ 15,000 (RM48, 000) in 2020 (Adopted from Chapter 1, New Economic Model, Economic Transformation Programme, 2010). ETP is focusing on 12 elements of National Key Economic Area (NKEA) include palm oil and rubber element to be implemented which can contribute significant increases to national Ardhmillenia Sdn. The proposed project aimed to extend the palm oil plantation which can strengthen the implementation of NKEA for Palm Oil and Rubber towards achieving the target by 2020. FGV Plantations (M) Sdn. Bhd. was a member of The Roundtable on Sustainable Palm Oil (RSPO) through FELDA membership since 2004 but has obtained the separate RSPO membership on 27th December 2016. RSPO principle and criteria states that no primary forests or areas which contain significant concentrations of biodiversity such as endangered species or fragile ecosystems, or areas which are fundamental to meet basic or traditional cultural needs of local communities can be cleared. Therefore, EIA report is a credit to FGV Plantations (M) Sdn. Bhd. as one of a condition to show their high concern on sustainability of palm oil development towards environment. The proponents’ effort in venturing into oil palm estate development is in line with the state government’s local plan for vision 2020 (Adopted from Plan 2011-2020 of Setiu District). The objectives of Setiu District developments as stated in the local plan are to diversify the economic base and to increase the quality of agriculture production. There are four main development zone which are municipal, agricultural, tourism and forestry zone. This project site falls in the agricultural zone which has been gazetted to maximize the agricultural activities in Setiu district Ardhmillenia Sdn. Bhd Setiu 01, Summary Terengganu. 4.0 PROJECT OPTIONS The proposed project area is wholly owned by FGV Plantations (M) Sdn. Bhd., therefore there is no issue for the project to proceed. FGV Plantations (M) Sdn. Bhd. only need to consider about the within boundaries earmarked where option for the proposed development of project site are described below: i. Oil palm plantation development ii. No development option and the area will be maintained in its existing condition. From the assessment of the available options, the option for oil palm plantation development is deemed the most suitable for materialise the NKEA for Palm Oil and Rubber towards achieving the target by 2020. 5.0 PROJECT DESCRIPTION The nearest settlement within radius 1 to 2 km is Kg Seladang, Kg Padang, Kg Bt Pepari, Kg. Che long, Kg Besut and Kg Alur Bongor and utilities such as mosque and school are located near the project site, There are two named river observed across the proposed project site which are Sungai Pelung and Sungai Ima Putih. The proposed project area eastern side is bordered with Forest Reserved Gunung Tebu while the western side of the proposed project side is bordered with Lembaga Penyatuan Dan pemulihan Tanah Persekutuan (FELCRA). Generally, the Project shall involve process of land preparation, field planting, field establishment, maintenance and harvesting, replanting and abandonment. The proposed project area will develop the unplanted land which is the extension from the Federal Land Ardhmillenia Sdn. Bhd. 6.0 EXISTING ENVIRONMENT 6.1 PHYSICAL CHARACTERISTICS 6.1.1 TOPOGRAPHY The topography of proposed project area is observed on undulating ground. The area is known as secondary forest vegetation where it is covered with thickets, wild palm trees and commercial oil palm plantation area 6.2 GEOLOGY AND SOIL 6.2.1 GEOLOGY The information about geology and minerals data for the proposed project site is obtained from “Geology of peninsular Malaysia” jointly published by University of Malaya and The Geological Society of Malaysia. Proposed project lies in the Eastern Belt where Palaeozoic sediments of predominantly Carboniferous to Permian age are distributed from east Kelantan through Terengganu. Most of these sediments are shallow marine argillo-arenaceous deposits with some isolated reefal limestone 6.2.3 SOIL TYPE The type and soil structure is obtained from Department of Agriculture Malaysia, Putrajaya. The main soil types in the project area are Kuala Brang, Bungor, Marang, Kedah, Tavy and Jabil. Ardhmillenia Sdn. Bhd Setiu 01, Summary Terengganu. 6.2.4 SLOPE DISTRIBUTION Based on the slope analysis for the proposed project site, most of the project site is classified under slope 0° to 2° which covers 72.01% of the total proposed site. About 15.42% of the area is under 2° to 6° slope and 6° to 12° is about 10.41%. Approximately 1.95% and 0.21% falls under 12° to 20° and 20° to 25° respectively. About 77.84 Ha from 108.10 Ha of proposed unplanted area is flat about 0 to 2 degrees only. Ardhmillenia Sdn. Bhd Setiu 01, Summary Terengganu. 6.3 METEOROLOGY The climate of the East Coast of Peninsular Malaysia is warm and humid with small variations throughout the year. The wet tropical climate changes are influenced primarily by the northeast monsoon from middle of November to middle of January, while the southwest monsoon from May to October. The monsoons are separated by transition periods with rather changeable weather pattern 6.4 AIR QUALITY The results of air quality monitoring are found to be good and within the “Malaysian Recommended Air Quality Standard Guidelines ” Department of Environment which is less than 260 µg/m3. 5.5 NOISE Generally, the noise level obtained for daytime is 62.8 dBA while night-time is 56.0 dBA areabove the limits (LAeq) of 50 dBA and 40 dBA respectively, for the Noise Sensitive Area, Low Density Residential, Institutional (School, Hospital) Worship Areas according to “Planning Guidelines for Environmental Noise Limits and Control”, Department of Environment, Malaysia 2004; Annex A: Schedule of Permissible Sound Levels – Schedule 1. 6.6 HYDROLOGY AND WATER QUALITY 6.6.1 HYDROLOGY As general, based on the hydrological region, in the Ladang Setiu 01, the main major river system within the project site is Sg. Ima Putih and Sg Pelung. According to geographic condition, the project site located at the upstream of Sg. Setiu, where there is water intake point located at the downstream of the river. Bhd Setiu 01, Summary Terengganu. nearest water intake point located approximately 4.5 km from the tributary river, Sg. Pelung which lies on latitude of N 5° 31’ 50” and longitude of E 102° 45’ 00” 6.6.2 WATER QUALITY The parameters measured including sediment load like Total Suspended Solids (TSS), organic loading including Biochemical Oxygen Demand (BOD), Chemical Oxygen Demand (COD), E.Coli and Ammoniacal Nitrogen, nutrient like phosphorus, sulphate, chloride, fluoride, nitrite-nitrogen, nitrate-nitrogen, bacteria coliform like faecal coliform and total coliform and heavy metal parameters including arsenic, iron, copper, lead, cadmium, manganese, zinc, nickel and mercury. The river water monitoring results at all stations which are W1, W2, W3, W4, W5 and W6 fall under Class IV category of the National Water Quality for Malaysia. All the important parameters complied with Class IV Standard except for Dissolved Oxygen (W1-7.90 mg/l, W2-6.90 mg/l, W3-6.00 mg/l, W4-4.00 mg/l, W5-3.80 mg/l and W6 6.00 mg/l). The rivers were observed to have high dissolved oxygen due to the fast flow of river water during the sampling time. 6.7 BIOLOGICAL ENVIRONMENT 6.7.1 FLORA COMPONENT (see Section 6.9.2 Chapter 6) No rare, endemic or endangered plant species were identified in the project site. The project site is mostly 50% covered by Bamboo (Bambusaceae families) and Fern (Dicranopteris linearis). Based on the survey, about 21 plants species were identified. The Project site is dominated by trees from the Euphorbiaceae and Moraceae families. Ardhmillenia Sdn. Bhd Setiu 01, Summary Terengganu. 6.7.2 FAUNA COMPONENT (see section 6.9.3 Chapter 6) Fauna survey was conducted by walking along the trails. Apart from sounds and calls, footprints, soil disturbance and faeces were noted and examined. For bird observation, recording of bird calls was played to attract them into view. No rare, endemic or endangered plant species were identified in the project site 6.8 LANDUSE The existing land for the proposed project area is mostly covered with thickets and surrounded developed oil palm plantation. 6.9 SOCIO-ECONOMY The sample of respondents survey collected was from the nearest residents contained in the area including Kg. Che Long, Kg. Bkt. Pepari, Kg. Seladang, Kg. Teluk Tasek, Kg. Besut, Kg. Padang and FELCRA Pancur Merah. Besides that, for this studies the specific question is provide to the settler communities to get a data about their demographic background and their opinion towards the proposed projects. Most of the respondents were agree with the setting up of the project (96.9%). This might be due to the background of respondents, which majority are settlers. They understand the procedure of oil palm plantation development, and believe it will not harm the environment and the residential area as long as monitoring during the process of plantation development will be done. 7.0 EVALUATION OF IMPACTS The potential environmental impacts of the Project during its various stages area are summarized in Table 7.1, accompanied by the recommended pollution prevention and mitigating measures. Bhd Setiu 01, Summary Terengganu. 7.1 IDENTIFICATION AND PREDICTION OF IMPACTS 7.1.1 POSITIVE IMPACTS (see Section 7.1.22 refer Chapter 7) The successful implementation of the proposed Ladang Setiu 01, Oil Palm Plantation is expected to contribute towards the development in the area in many terms. 7.1.2 RESIDUAL IMPACTS (see section 7.3 refer chapter 7) Residual impacts can be considered as those that remain significant following the application of mitigation measures, although they are likely to have been reduced in magnitude as a result of the mitigation measure implemented. 8.0 MITIGATION MEASURES To prevent erosion and control sediment, the following primary principles shall be adopted:a) Integrate project design with site constraints b) Preserve and stabilize drainage ways c) Minimize the extent and duration of disturbance d) Control runoff flows onto, through and from the site in stable drainage structures e) Install perimeter controls f) Stabilized disturbed areas promptly in a timely manner g) Protect steep slopes h) Use sediment controls to prevent off-site damage i) Protects inlets, storm drain outfalls, and culverts j) Provide access and general construction controls k) Inspect and maintain control measures l) Employ experienced and competent personnel m) Conduct training on environmental requirements to relevant parties Ardhmillenia Sdn. In addition to the measures taken in conformity with the above principles, erosion and sediment loss from the site shall by applying appropriate pollution prevention and mitigation measures (P2M2) 9.0 ENVIRONMENTAL MANAGEMENT PLAN (EMP) 9.1.1 ENVIRONMENTAL MONITORING (see section 9.1 refer chapter 9) The most likely and pertinent residual impacts that can be practically monitored or further studied are changes in water quality. In the social dimension, health and safety aspects should also be monitored. Water quality monitoring programmed is required to regularly assess pH, dissolved oxygen, total suspended solids, nutrients (particularly Ammoniacal Nitrogen, Nitrate-N and Phosphorus), BOD, COD and total and faecal coliform counts. Six (6) water quality-monitoring points are recommended. 10.0 STUDY FINDINGS This EIA has examined the various adverse and beneficial impacts due to the proposed FGV Plantations (M) Sdn. Bhd. Setiu 01 oil palm plantation. With proper planning and implementation of the mitigation measures, the identified significant adverse impacts on the environment would be reduced to an acceptable level. Mitigation and abatement measures identified during the operational stage shall be incorporated into the overall design requirements of the project development, including the planning and design of various facilities.
